    ڈپٹی اسپیکر نے قائمہ کمیٹی کو 15روز میں رپورٹ پیش کرنے کی ڈیڈ لائن دے دی۔

     

    بل کے متن کے مطابق کوئی بھی فرد، ادارہ یا ایجنسی کمیشن کے سامنے معلومات پیش کر سکتا ہے۔ مخبر ڈکلیریشن دے گا کہ اس کی معلومات درست ہیں، پھر معلومات کو دستاویزات اور مواد کے ساتھ تحریر کیا جائے گا۔

     

    اگر مخبر اپنی شناخت ظاہر نہیں کرتا اور جعلی شناخت دے تو کمیشن اس کی معلومات پر ایکشن نہیں لے گا۔ اگر مخبر کی معلومات پاکستان کی سلامتی اور خودمختاری کے خلاف ہو تو وہ نہیں لی جائے گی۔

     

    مخبر کی معلومات اگر پاکستان کے سیکیورٹی، اسٹریٹجک اور معاشی مفاد کے خلاف ہو تو وہ معلومات نہیں لی جائے گی جبکہ مخبر سے غیر ملکی ریاستوں کے ساتھ تعلقات سے متعلق معلومات بھی نہیں لی جائے گی۔

     

    اس طرح، وہ معلومات بھی نہیں لی جائے گی جو آفیشل سیکریٹ ایکٹ کے تحت ممنوع ہو جبکہ مخبر سے وہ معلومات بھی نہیں لی جائے گی جو جرم پر اکسائے۔

     

    وزراء اور سیکریٹریز کے ریکارڈ سے متعلق کابینہ اور کابینہ کمیٹوں کی معلومات بھی نہیں لی جائے گی۔ قانون، عدالت کی جانب سے ممنوع معلومات، پارلیمنٹ وار اسمبلیوں کا استحقاق مجروح کی جانے والی معلومات بھی نہیں لی جائے گی۔

     

    تجارتی راز سے متعلق مخبر کی معلومات نہیں لی جائے گی، اس شخص سے معلومات نہیں لی جائے گی جو اس کے پاس بطور امانت ہو۔ وہ معلومات نہیں لی جائے گی جو کسی غیر ملک نے خفیہ طور پر دی ہو۔

     

    بل کے تحت وہ معلومات نہیں لی جائے گی جو کسی انکوائری، تحقیقات یا مجرم کے خلاف قانونی کارروائی میں رکاوٹ ڈالے۔ کسی شخص کی زندگی کو خطرے میں ڈالنے والی معلومات بھی مخبر سے نہیں لی جائے گی۔ سای طرح، وہ معلومات نہیں لی جائی گی جو قانون نافذ کرنے والے اداروں نے اعتماد میں دی ہو، وہ معلومات نہیں لی جائے گی جو عوامی مفاد میں نہیں اور کسی نجی زندگی میں مداخلت ڈالے۔

     

    کمیشن کسی بھی شخص کو طلب کرکے اس سے حلف پر معائنہ کرے گا۔ کمیشن ریکارڈ اور شواہد طلب کرے گا جبکہ کمیشن گواہوں اور دستاویزات کا معائنہ بھی کرے گا، کمیشن پبلک ریکارڈ بھی طلب کر سکے گا۔

     

    کمیشن کے مجاز افسر کے پاس مکمل معاونت حاصل کرنے کا اختیار ہوگا۔ کمیشن کا مجاز افسر حکومتوں، اتھارٹی، بینک، مالی ادارے سے دستاویزات اور معلومات حاصل کر سکے گا۔

     

    متعلقہ افسر 60 روز کے اندر معلومات کی تشخیص کرے گا اور اگر مخبر کی معلومات کی مزید تحقیقات یا تفتیش درکار ہو جس سے جرم کا فوجداری مقدمہ چلے تو کمیشن وہ متعلقہ اتھارٹی کو بھجوائے گا۔ کمیشن یقینی بنائے گا کہ مخبر کو انتقام کا نشانہ نہیں بنایا جائے گا، اگر کوئی مخبر نقصان میں ہو تو وہ کمیشن کے سامنے درخواست دے گا، جو متعلقہ اتھارٹی کے سپرد کی جائے گی۔

     

    مخبر کی معلومات درست ہوئی تو اسے حاصل شدہ رقم کا 20 فیصد اور تعریف کی سند دی جائے گی، زیادہ مخبر ہونے پر 20 فیصد رقم برابر تقسیم ہوگی۔ غلط معلومات دینے والے کو دو سال قید اور دو لاکھ روپے تک جرمانہ ہوگا، جرمانہ اس شخص کو دیا جائے گا جس کے بارے میں مخبر نے غلط معلومات دی

     

    بل کے مطابق مخبر کی شناخت کو اتھارٹی کے سامنے ظاہر نہیں کیا جائے گا، جو مخبر کی شناخت ظاہر کرے اسے 5 لاکھ روپے جرمانہ اور دو سال قید ہوگی
